Wide ruled is the American elementary school standard, and the extra 1.6 mm over college ruled matters more than the number suggests. A developing hand writes larger, and cramping it into narrower lines produces worse letterforms rather than neater ones.
It stays useful past primary school for anyone whose handwriting is naturally large, and for anything meant to be read at arm's length.
