A storyboard drawn in the wrong aspect ratio is misleading in a way that matters. Compose a shot in a 4:3 box and it will not survive the crop to 16:9; compose for 16:9 and it will look empty at 2.39:1. Framing is most of what a storyboard exists to communicate.
So the frame shape is the first setting here, not an afterthought: 16:9 for most video, 2.39:1 for anamorphic and feature work, 4:3 for archival and some social formats, square for Instagram.
