The difference between lined paper and notebook paper is the left-hand gutter. Filed paper needs a strip down the left where nothing is printed, or the punch takes a bite out of the first character of every line.
Turning the hole-punch margin on shifts the whole ruling right and shows where the three standard punches fall — at 4.25 inch centres, which is the US standard.

The gutter width is right, but the marks are for the US three-hole pattern. A European punch has its own guide, so punch to that and ignore the circles.
