Tabloid is Letter doubled along the long edge, which makes it the natural step up when a drawing has outgrown a single sheet. In landscape it gives a 17 inch working width, enough for a floor plan or a wide schematic without taping anything together.
It is also the American equivalent of A3 — a little wider, a little shorter — so if a drawing is specified for A3 and you only have Tabloid stock, this is the size to reach for.

Nearly. Tabloid is 279 × 432 mm and A3 is 297 × 420 mm — Tabloid is narrower and longer. Close enough for most drawings, not identical.
