A Letter sheet divides cleanly into quarter inches: 34 columns by 44 rows edge to edge, 30 by 40 inside the default margin. Eighths, halves and whole inches land just as neatly, which is why inch grids look tidiest on this size.
Metric grids work too — 5 mm squares give 39 by 51 inside the margin — but 215.9 mm is not a whole number of squares, so the grid is centred and leaves a sliver of white on each side. Nobody notices unless they measure it.

Yes. US Letter is 8.5 by 11 inches, the size of ordinary copy paper in the US, Canada and Mexico.
It will fit, but the print dialog will scale it down by about 3% to do so, which changes the grid size. Choose A4 here instead.
