With the margin set to none, the grid fills the whole page, which is what you want when the sheet will be trimmed, scanned or used as a background layer. 8.5 × 11 inches is a whole number of quarter inches in both directions, so the squares meet all four edges cleanly.
Most printers cannot put ink on the outer 3 to 5 mm of a sheet, so the outermost squares may come out open-sided. If every line has to survive, choose the 5 mm margin instead; if your printer has a borderless mode, use that.
Every sheet here is free, adjustable and prints at exact scale.
That is the printer, not the file. The PDF has the grid right to the edge; the printer leaves its own unprintable strip. Borderless printing, where your printer offers it, removes it.
Only if you print at Actual size. Fit to page shrinks the sheet to clear the printer's margin, which makes every square about 3% small.
Switch the paper to A4. It is not a whole number of quarter inches, so a strip about 2.5 mm deep stays blank at the top and bottom; 5 mm squares fit A4 more closely.
