European exercise books come ruled at 7 or 8 mm, and 7 is the one used for older students. It happens to sit within a tenth of a millimetre of American college ruled, so the two are effectively interchangeable.
On A4 it gives 39 lines with a 10 mm margin, which is why it is the ruling of choice for lecture notes and anything where the page count matters.
