American ruled paper comes in three widths: wide rule at 8.7 mm, college rule at 7.1 mm and narrow rule at 6.35 mm — a quarter of an inch exactly. Narrow rule is set for adults who write small, and it fits roughly a third more lines on a page than wide rule does.
A quarter inch suits a small, controlled hand and fits 40 lines on a Letter sheet, four more than college ruled. It is also the right choice for a notebook you carry rather than one you sit at a desk with.

It depends entirely on your hand. If your natural x-height is around 2 mm it is comfortable; if you write large it will feel cramped. Print one sheet each of narrow and college ruled and see which page looks better.
