Most A4 exercise books are ruled at 7 or 8 mm. Eight is the more forgiving of the two and the default here: enough room for ascenders and descenders not to collide between lines, without leaving the page looking empty. Drop to 7 for denser notes.
A4 gives 34 lines at 8 mm spacing with a 10 mm margin — about a page of longhand, and the same count you would get from a shop-bought pad. Eight millimetres is also the row height of French Séyès ruling, which divides it into four 2 mm bands.

Close but not identical. US wide ruled is 8.7 mm, about 0.7 mm more generous, and is printed on Letter rather than A4.
