This is the ruling sold across Europe as Millimeterpapier or papel milimetrado, usually printed in a red-orange ink. A 1 mm minor grid, a heavier line every 5, and a heavier one still every 10, so a centimetre is unmistakable at a glance.
Read carefully you can place a point to about a quarter of a millimetre, which is finer than most hand-drawn work needs — and finer than any print that has been scaled by a print dialog can deliver.

Because the print was scaled. At this resolution even a 2% reduction is obvious — 100 squares that should span 10 cm come out at 9.8. Always print at Actual size, and check a 10 cm span before plotting anything.
Comfortably. At 600 dpi one millimetre is about 24 dots, so a hairline stays a hairline. Inkjets on absorbent paper can bleed slightly; drop the line weight if the grid looks heavy.
