Wide ruled notebook paper spaces its lines 11/32 inch apart, only a little less than these rows. Third grade paper keeps that scale but adds the midline and the skip space, so a child gets used to writing at notebook size before the guides disappear.
It also suits cursive once the joins are fluent. Many children move from 1/2 inch to 3/8 inch cursive rows during third grade, and from there to plain wide ruled paper.

When letters keep a consistent height without the midline, usually during third or fourth grade. Wide ruled is the usual next sheet.
Wide ruled gives only a baseline. The midline keeps lower-case letters a consistent height, which is the last thing to settle in a child's handwriting.
