First graders still need all three guide lines, but not the giant rows. At 5/8 inch a short sentence fits on one line, which matters once writing moves from single words to whole sentences, and ten rows make a page feel finishable.
Keep the dashed midline for as long as small letters drift above it. When they reliably stop there, the next step is 1/2 inch rows.
