Engineering drawings in the US are dimensioned in decimal inches — 0.375, not 3/8 — and a grid of ten to the inch matches that directly. Each square is one tenth, so a dimension of 2.4 inches is 24 squares with no conversion.
It is the same reasoning that makes millimetre paper convenient in metric countries: match the grid to the units the numbers are already in, and reading the plot stops requiring arithmetic.
